RectTracker Library to Buy

Any 3rd party RectTracker library to buy in Internet? I already know Bob
Powell's one.

I would like to have a control that allow user to select a area of an image
freely and do cropping.

Might want to check out FotoVision on www.windowsforms.net

There are some interesting code samples there. Traditionally the apps developed
by Vertigo Software
have been shunned by professional developers, but have been very popular with
hobbyist developers.
That should give you some idea about the qualities of the code. Allowing
arbitrary selection and
cropping of images can be done in only a few lines of code depending on your
famliarity with the
problem set and additional requrements.
