the 'property' of their parents, but being an inseparable living part of
the community

So you think the "community" will own the children but allow their parents to teach them as they see fit, maybe a religion the "community" disagrees with, or even teach them that the current "dear leader" is a tyrant? I understand it quite well. It was just an introduction to the constitution wherein the founders went on to put some strict limits on government. They certainly never intended for the collective to own our children. Claiming that they did is either outright lying or plain stupidity.
