WIN32OLE. Digital Cert?

I am trying to access MS Outlook through Ruby WIN32OLE. I have set
Outlook Macro Security to low, but still getting blocked interfacing
to the API. Do I need to create a digital cert for Ruby Code? Is this
possible?
