Output Function

This is a general output function format which takes the 2 input 2 and 3, adds them and gives the result 5 :

CL-USER 9 : 2 > (format t "~A plus ~A equals ~A.~%" 2 3 (+ 2 3))
2 plus 3 equals 5.
NIL

Is there any particular reason Lisp requires you to type the " 2 3 " in front of the (+ 2 3) for this function to work? Doesn't it seem like surplus code ?

Ah, so now we're down to the role of rap and hip hop, backing off a bit
from the President associating his campaign with violent and
misogynistic music. And, sure enough, the NPR piece is about rappers
taking sides in the election, and nothing about the President
associating his campaign with gangsta rap and not doing enough deep
thinking about the consequences.
