Excel or CVS parse

Hello all!

How to parse excel files or CVS files easy?
But with support russian symbols or just UTF?

Assuming you have Windows then I would suggest that you use win32ole
to manipulate excel and csv files with excel.
I think that Microsoft has support for Russian in their Office product
line.
