including other files with eruby

I've tried posting to the list three times already about this, and every
time the email just silently disappears. I really don't know why. I'm
trying a different approach this time.

Respond to this email on the list, if you have an answer. I'd also like
to know why my emails weren't getting through, if anyone knows why.

The result of the PHP code in the example (yes, there's PHP code
involved -- I'm using it as an example of something that works, when I
haven't figured out how to get equivalent Ruby working) should be a page
with a title of "Welcome Home" and main page text of "blah blah blah",
in case it's not blindingly obvious to any readers.
