I don't think most private insurance companies provide flood insurance,
you must buy it from them through a government program. If the
government cut out the program and let folks know that they're out of
luck if they build in a flood prone area, the intelligent people would
move someplace else. Perhaps society's parasites and breeders would be
the only ones living in those areas and would drown during a flood which
would free up resources for the intelligent, productive citizens. It's
cheaper to bury them than to feed them. ^_^
