extconf.rb not seeing readline.h

What does it take for extconf.rb to recognize readline.h?

extconf.rb seems blind to whatever I tell it.

Here, extconf.rb does not see readline.h:

cd ext/readline
% ../../ruby extconf.rb
checking for tgetnum() in -lncurses... no
checking for tgetnum() in -ltermcap... yes
checking for readline/readline.h... no
checking for editline/readline.h... no

Here, it is plainly visible in the directories it should be looking:

% ../../ruby -r mkmf -e 'p Config::CONFIG["CPPFLAGS"]'
"-I/TOOLS/dist/gnu-readline-5.1/sparc64-sun-solaris2.8/include/readline"
% ../../ruby -r mkmf -e 'p Config::CONFIG["CFLAGS"]'
"-I/TOOLS/dist/gnu-readline-5.1/sparc64-sun-solaris2.8/include/readline"
% ../../ruby -r mkmf -e 'p Config::CONFIG["LDFLAGS"]'
"-L/TOOLS/dist/gnu-readline-5.1/sparc64-sun-solaris2.8/lib"
% ls -alF /TOOLS/dist/gnu-readline-5.1/sparc64-sun-solaris2.8/include/readline

Gee, Gurless Hartung, don't you wish we were right? Don't you think
that not invading Iraq, not slaughtering thousands of our fighting men
and women for nothing would have been a good idea? How about being a
part of a nation that treated others the way we wanted to be treated
and not torturing any one? Are you really so gutless that you want
more people tortured?

How about a sane, rational administration that didn't take our nation
into the deepest debt ever? Wouldn't that have been a good idea? How
about holding on to our old position, the position of the Clinton
administration, that we were the world leaders in diplomacy? Wouldn't
that have been better?

Yeah, Hartung, so sorry we were wrong about how foolish our fellow
Americans were. The election of Bush will go down in history just as
the election of James Buchanan, a complete failure as president.
