consuming webservice with anonymous authentication

I have created a webservice on my machine, then I created a webapplication that references that service and calls it. I get the following error:
The request failed with HTTP status 401: Access Denied
I have read a lot of posts that say if you do not have anonymous authentication on, you need to pass it credentials. Well I do have anonymous authentication on and it still does not work. It works when I pass it credentials but I shouldn?t have to.

I am trying to understand why I need to pass credentials to a webservice on my own machine when anonymous authentication is on.
