firing an url from a web service

hi,
well i have a situation in which i need to create a web service which can
fire a URL when a even is occured. I am new to WebServices. Any help is
highly appreciated!

What do mean "fire an URL"?
Do you want to redirect the client?
Or do you want to return an URL??

Please be more precise!
