httpRuntime maxRequestLength

Dear Group,

I have added the following code in the web.config file to try to
drastically reduce time-out issues:

<httpRuntime maxRequestLength="4000"
useFullyQualifiedRedirectUrl="true"
executionTimeout="180"/>

But I still get timeouts? Are there any other steps I can take to
minimize the chance of time-outs? Any settings in machine.config or IIS
settings?

Is there any way I can preform some sort of handshake with the
webservice to see if it is online on page_load?

Any input is apreciated.
