Personally I felt the upgrade from 2002 to 03 was a no brainer, so I definitely would recommend it for FP 00

Here is the FP 03 product demo to give you a better idea of the new features

Wal:
Before you buy, make sure your system meets the requirements: Microsoft
Windows® 2000 with Service Pack 3 (SP3) or later, or Windows XP or later

I recently upgraged from 2000 to 2003. Yes there are more
features. It's just as easy to use. More short cuts. I
thought I was going to get rounded cells but don't see
them. And find the Help more to the point (I like more
detail) they have layout cells and tables which allow you
to do more.

I'd say upgrade. I'm very happy.

Be aware that some of 2003's neatest features work only with Sharepoint
servers which are few and far between as far as I can tell. But if you have
th right hosting the upgrade is worth it, particularly if you do a lot of
XML or database stuff.

Yes, FP 2003 does not come with server extension and MS SharePoint Team
Services are confusing enough.

Make sure to download and install FP server extension if you need those
functions.

I recently upgraded to FP 2003 and since I am not an technical expert in any
ways, I found FP 2003 still is difficult to use (although might be powerful
enough) for stuffs like database and others.

I have not seen anything worthy at this time.
