Dynamic Menus

How can I add those cool dynamic menus to my site? Ya
know, the ones that when you move your mouse over it, it
drops down additional links?

Does Frontpage have that feature or is it something that I
would have to purchase?

If you have FP 03 you can create dynamic menus using layers. Jim Buyens offers a tutorial on this here
