ODBC Driver Manager Incorrectly Reports SQL_NO_DATA_FOUND for ANSI Driver

When I try to query a table that has an empty string or null in it I get a
SQL_NO_DATA_FOUND and get a NO_DATA error. Does anyone know a way to fix
this problem?
