is wordart a gif

Is word art a picture? if I create my headings with word
art will it be visible by all computers?
It doesn't prompt me to save it so I'm guessing not.

No it's not a gif.
Word art doesn't render properly in all browsers.
However, you can take a screen shot of your word art and then convert it to
a gif or jpg with an image editor.

how do I get the background of the gif to be a colour
rather then white; as I am pasting it to a cell with
colour?

Click the image and then on the image toolbar click the color remover tool
and then click the area with the wrong background color and FrontPage will
make the background of the gif transparent.
