Building an Oracle module on Ruby under Win32

I have had some success using ruby9i (http://ruby9i.source...)
on Linux with the Oracle 10g Instant Client, with a few modifications
to fix the broken code there (a patch available in the patches section
of that project on SF has apparently not been incorporated; the author
seems to have disappeared). I was wondering what would be necessary to
build the same thing under Win32 Ruby (one-click installer).
