VB .net standard or Visual Studio .net needed for ODBC access?

Excuse me for being ignorant and cheap, but...

I'm thinking of trying VB .NET build a little application that accesses a
postgreSQL database, probably via ODBC. Can I get away with VB .NET
Standard, or do I have to cough up for Visual Studio .NET?

I see that MS has something called the ODBC .NET Managed Provider, which I
assume that I need for this.

Hi,

You can certainly use VB.NET to access postareSQL database using ODBC.NET
provider if postareSQL driver is compatible with .NET.

ODBC.NET provider is available at following location.

Once you have the provider on you machine then you can use following
