this is an error message that appears when you try to compile a Setup
and Deployment project (Visual Studio 2003)
I ran into this problem, and the solution was - changing the name of
one of the parent folders from Hebrew to English. (the entire project
was in a subfolder of a Hebrew-named one)
And then the project compiled successfully!
This also refers to other languages such as Russion Chinese etc...
