Mark,

You need to verify, first, that you can connect to the Oracle server using SQL*Plus. If it fails there then no other application can connect. if it works, then you need to make sure
that you can connect from a UDL file and testing the connection. If that tested OK then open the UDL file using Notepad and copy the connection string and compare it to the
one you were using.

If you still can't connect then check the MS Knowledge based articles for "Oracle Connectivity" articles. There are plenty of articles that list some troubleshooting steps for
Oracle connectivity problems. (http://support.microsoft.com/default.aspx?scid=fh;EN-US;kbhowto&sd=gn&ln=EN-U...)
