Solved.

I added this to the aspx page where I use the control:

<%@ Register Src="ucPubDetails.ascx" TagName="ucPubDetails" TagPrefix="uc" %>
<%@ Reference VirtualPath="~/mining/ucPubDetails.ascx" %>
