WebService Error 0x80070005

I use a webservice from
pstrWsdlUrl="http://indicadoreseconomicos.bccr.fi.cr/indicadoreseconomicos/WebServices/wsIndicadoresEconomicos....

but when execute the line:
objSoapClientI.mssoapinit pstrWsdlUrl & "?wsdl"

show this error:
WSDLReader:Loading of the WSDL file failed HRESULT=0x80070057 -
WSDLReader:XML Parser failed at linenumber 0, lineposition 0, reason is:
Acceso denegado.
HRESULT=0x80070005

what is!!!
