EN_WINCE_EMBDVTOOLS30.exe from Microsoft website is corrupted

I have downloaded the above file 3 times after signing in my passport but
the file has the error message of
"unexpected end of file"

i.e. the file is corrupted or not complete.

Please reload the file again.
