Reading Oracle DB with MS Access

=?Utf-8?B?Q2hyaXM=?=

I am unable to view a CLOB field. Instead of displaying the data, it is
displaying |#Name?|

I read in another question something about Oracle DB drivers, is this
possibly what is going on here?
