.NET Framework installation

Sorry for asking a basic question, couldn't find a clear answer anywhere on
the web.

Is .NET Framwork 2.0 or higher is installed with any Windows OS or Service
pack?
Is.NET Framework is always an optional during Windows XP ir Vista
installation?

We are writing an application based or .NET framework 2.0 API's (or higher)
and trying to figure out how to document our features. Should we say that it
is supported on all Windows XP sp2 or higher or should we redistricbute
framework libraries?

Vista comes with .Net 3.0, which includes .Net 2.0.

XP -- it does not include the .Net Framework, you have to install it
yourself.

Vista -- not optional.

Create a setup project and push the .Net 2.0 framework as a prerequisite.
